Why Is There a Barrier at the End of Hallmark Drive in Belmont?
Why does Hallmark Drive suddenly end at the San Carlos border instead of connecting with Crestview Drive? The answer goes back to the 1970s, when a determined group of Belmont Heights residents fought a proposal that could have turned Hallmark into a major through route to Highway 92 and Interstate 280. It became one of the defining battles in the early history of the Belmont Heights Civic Improvement Association.
